Should there be a set of rules about the bans and punishments to cheating players

Valve has notoriously banned players in the past due to their affiliation with match-fixing and cheating. These bans usually are indefinite and can make or break a player’s career. The most famous of these bans was the Ibuypower ban, which was a ban on the best NA team at the time. It set a precedent and prevented CSGO from downgrading itself into accusations of hacking, match-fixing etc. But should the bans handed out to a player who cheated or erred very early in his career never end? Shouldn’t there be a quantum of the punishment which can effectively give the player a chance at making a comeback? There should definitely be an esports committee consisting of prominent members of the community as a part of it. of course this also keeps open the problem of lobbying with these members, but it is still better than Valve unilaterally taking decisions in such matters
